Order
ORDER: The Registrar is directed to annotate the Register on an interim basis to show that, for a period of 18 months, you Blessing Oweh, must comply with the following conditions of practice:
(1) You are to confine any work you undertake for an NHS Ambulance Trust.
(2) You are only to accept employment with an NHS Ambulance Trust if, at the time of offer of employment, you are offered a comprehensive preceptorship programme for Newly Qualified Paramedics, that programme to include (i) a detailed induction programme, and, (ii) a period of supernumerary practice with regular and detailed reviews.
(3) For the avoidance of doubt, the effect of conditions (1) and (2) is that you are not to undertake any agency Paramedic work.
(4) In applying for any post which would satisfy condition (2), you are to provide to the Trust during your application process:
a. These conditions of practice.
b. A complete copy of the Edge Hill University assessment dated January 2024 and entitled, “Individual performance report for Blessing Oweh” (for the avoidance of doubt this is the document commencing at page 21 of the hearing bundle provided to the Panel today).
(5) If you take up any employment as a Paramedic, you are to notify the HCPC of the same forthwith, and with that notification provide details of the induction programme you will undergo and the arrangements that have been made for the period of supernumerary practice.
(6) Not less than 10 days before the date of any review of this interim order, you are to request the NHS Ambulance Trust by which you are employed to provide a concise report on your progress in your employment, and submit the same so that it can be considered by the reviewing panel conducting the review.
(7) In the event of any NHS Ambulance Trust by which you are employed commencing disciplinary and/or competency action against you, you are to notify the HCPC of the same forthwith.
Notes
This order will be reviewed by the Committee no later than 21 December 2024 or earlier if new evidence which is relevant to the Order becomes available after it was made.
